It really bothers me that everyone seems focused on what an airhead Harley Quinn can be, when it’s been established thrice and sixty times over that she is actually brilliant. In Batman: The Animated Series, she had Batman totally beat in Mad Love. He even admitted it. No other villain has had Batman so utterly defeated that even he had to concede it.
But she did.
Yes, Harleen Quinzel was mentally broken by the Joker and that more or less plays out like her being a ditz. Yes, that’s part of the aspect of her we know and love. But she’s also brilliant, manipulative, and thinks in ways none of the other villains do.
I wish that side of her got more respect. :-(
I have always thought of her as a girl who plays dumb. It’s easier to be a ditz and show your intelligence only when needed, then to try and be The Riddler in a red and black body suit, especially as a female in the Batmanverse. As a ditz, you are pushed aside and overlooked as a lesser threat. Plus I would assume by Harley’s code (the one eased onto by the Joker) would be to never take anything seriously until you have to.
